The strange thing is, I have never come across this step in all the clean install Betas or Releases before. I put the Ventura password, it didn't work 🤷♂️ You have to put it in lower case letters, even if you have Capital letters you must use Lower Case letters, that was the mistake I was making as I have Upper and Lower Case Letters in my Admin Logon P/W to unlock the machine.
