I can remember a simmilar behaviour in some BS beta that goes out later on (at least in my desktop ...) after an update. Waiting for it to be fixed in a next beta !!! Upon reboot I get the attached screen of info, which doesn't make sense to me. I have already enabled SIP. I'm going to remove my wifi and bluetooth kexts and try again, but if anyone has any ideas, I would be grateful. UPDATE The Kexts are not the problem. I have also updated clover to 5138 from 5137. Surely you already know it but the points that you have to review are few: USB device is partitioned as GUID and formatted as HFS+ USB device has at least 16gb. Here use this app (attached) it is completely automated, from formatting the USB drive to creating the install. Just follow the instructions and insure the Mac version is in your Application Folder.
