1.  Before update, check you are currently booting Big Sur with original sealed APFS snapshot intact

2.  Check your SIP setting.  Should be set to enabled but if disabled, csr-active-config should be set to g%00%00%00 (Set in OC config.plist/NVRAM section, csr-active-config = 0x67000000, then reset NVRAM from OC picker)...

 @fusion71au Thank you for your help. I have reset csr to csr-active-config = 0x67000000. this is. my result from terminal. I think my problem may be changing my EFIfolder as I changed the identity  and serial number in the plist too. so I may need to re enable my hack  to get the development downloads. (the is a tool to do this but do not have it)

One of the major issue since couple's beta is result in beta 9 :D

Security fix allowing system software 

My fix for my Jmicron SD card reader installed both kext from kextDroplet Big Sur B)

@chris1111 What am I missing here, my 'Security & Privacy' is different from yours. The third choice is not there unlike yours, I really don't want to do another install before the GM, but if it is a bug on my system, I would like to get to the bottom of it before the next Beta.
