Had to put CPU Wrapper to boot but still no dice. Instant reboot from Wake.

If you have a CPU wrapper, SSDT-PLUG should attach to the first "wrapped" (fake) CPU, not to the real ACPI CPU device.

CFG Bios is Patched or else I wouldn't be able to boot.Attaching preboot.log

Maybe some setting in the BIOS got screwed up?

 

T-States are enabled just didnt have a picture of it.

Nope not yet, I was hoping to get it running before adding cards. Brand new OS, minimal ACPI and kexts.

1. First of all, reading and decoding kernel panic logs is not my level. So sorry for that. This question has been raised several times in this and other topics, but so far no one with relevant knowledge has responded. So my messages are just a desire to keep the topic alive until the problem is solved.

 

2. You can try last one time. Get rid of KP on patched BIOS when wake up, I was helped by the kernel patches which were used to run the system on the original BIOS

Some more thoughts:
1) This kernel panic is noticed only on motherboards ASUS C422 and C621. Supermicro and Gigabyte do not have this problem.
2) This kernel panic is noticed only on the patched MSR 0x1AA. So you can try patch MSR 0xE2 parts only. Then use AppleXcpmExtraMsrs Quirk
3) New versions of the BIOS for C422 have a working ConfigureLock Setting for lock/unlock MSR 0x0E2  so ASUS C621 users can ask ASUS Support for that.

4) Unlocked MSR 0xE2 + AppleXcpmExtraMsrs Quirk allow me successfully boot Big Sur and use Sleep/Wakeup.

Almost a freaking month!!!!!!!!!!!!!! It was the MSR 0x1AA issue, only patched CFG from the OC and BOOM! it woke up.

 

I owe you BIG ONE, and never apologies for your English, it's good enough for me.

 

I gonna flash virgin bios and test it a bit with BMC off, will report a bit later. By the way the UEFIPatch for my bios nor Brambaurs CFGLock works.

...but this is workaround, question still opened. So let's wait for someone to decipher the panic log and clarify in some way how it relates to unlocked MSR 0x1AA on ASUS motherboards...

Short report about my solution for PMBus. Hope it be useful for any users with ASUS WS C422 Pro/SE or similar motherboards. 
After unsuccessful experience with Supermicro PMBus capable PSU's I decide to bay vendor independent PMBus capable PSU. Finally I chose and bought FSP700-80WEPB. This is 2U format Power Supply with PMBus v1.2. Was some troubles with mounting this not usual PSU into usual ATX Case but finally were installed and connected.
This PSU has standart set of connectors + 5pin PMBus connector so my motherboard started as usual.
Main result - finally my Motherboard detect PMBus sensor, so combination ASUS WS C422 Pro/SE and FSP700-80WEPB can be considered successful. Work in progress...1948234042_ScreenShot2021-04-10at23_48_55.thumb.png.b12dd2677b73dea07dde41c62d60b8fa.png

You can try to block AppleGFXHDA.kext for load.

It seems suspicious to me idleSleepDelayTime = ffffffffffffffffffffffff

Hi just tried blocking it, same thing.

 

They worked perfectly fine on the x299 with Catalina.....
