okay, when i migrated to a new hack this stopped working for me.

what i did: (not sure which of these things made it work)

created a new account

fast user switched to that account

turned on 'require password'

activated screensaver

it asked me for the password.

logged out of new account

logged back into main account

activated screensaver

did not ask me for my password.

deleted new account.

deleted ~/Library/Preferences/com.apple.systempreferences.plist

opened system prefs, checked 'require password'

activated screensaver

did not ask me for my password.

deleted ~/Library/Preferences/com.apple.systempreferences.plist again

moved ~/Library/Preferences/ByHost/com.apple.screensaver* away

logged out

logged back in

activated screensaver

it asked for my password!

slept

woke

it asked for my password!

opened system preferences. found that 'require password' was unticked! ticked it again for good measure. reconfigured screensaver to my liking.

it's working, for now...

scratch all of that...

when it forgets to use the password, the following seems to work:

1) uncheck 'require password', close system prefs

2) log out

3) log in

4) check 'require password', close system prefs

5) log out

6) log in again

and it should be working. although it seems to forget after rebooting, and possible just randomly forgets while you are still logged in...
