Chicago was the codename for Windows95 at the time so Apple called 7.5 Capone as it was intended to strike fear into the heart of Chicago, just like the man himself. I'd like to add that, contrary to what someone else said in a previous thread, the Public Beta will run if you set the internal clock on the mac in question to the right date range.
